A 16-year-old Dalit athlete was allegedly raped by a youth of his neighbouring village while she was exercising with her younger sister.

 

The accused Charnpreet Singh has been arrested, SSP (Khanna) Sushil Kumar said.

 

The girl was forcibly taken to a secluded place in Palmajra village, some 45 kms from here, yesterday by the 22-year-old accused, who then sexually assaulted her, he said.

 

Her younger sister, who was with the athlete, informed the matter to her parents, who then rushed to the spot.

Relatives of a Dalit woman who died suspiciously five months after her marriage, besieged a police station here on Tuesday, demanding action against her husband and his parents.

 

Sources said, R Sakuntala (27), the only daughter of Dalit couple Ramasamy and Kaliammal of Venganur village near Tirumanur in Ariyalur district, was married to M Senthil Kumar (30) of Varanavasi in Ariyalur. Their marriage took place at Tirvanaikoil here on April 15, this year. It is said that soon after the marriage, the couple were living at Samayapuram No 1 tollgate here, with Senthil Kumar's parents.

 

On Monday, Sakuntala died in a suspicious manner. Senthil Kumar and his parents told Sakuntala's parents that she had committed suicide by hanging. Suspecting foul play, parents and relatives of Sakuntala gathered in front of the No 1 tollgate police station. They claimed that the woman must have been murdered by her husband and her in-laws, and later framed as suicide. Since the woman died within five months of marriage, Lalgudi special tahsildhar Jeyendrabanu Reddy, conducted an inquiry and held talks with the agitating relatives of Sakuntala.They refused to accept the body demanding the arrest of Senthil Kumar and his parents.

 

Following this, Senthil Kumar, his father Maruthi and mother Vijayarani, were secured by the police. Kaliammal, Sakuntala's mother said there was no possibility of her daughter committing suicide. "She is very bold and will never take such extreme steps. We know her (Sakuntala) very well. It is undoubtedly a murder," claimed Kaliammal.

Two Dalit activists exchanged blows in the chamber of the Sub-Inspector of the Urwa Police Station on Tuesday evening.

 

Lingappa Nantoor, leader of Democratic Youth Federation of India's Dalit faction, had come along with a group of DYFI activists to the police station to report against a false complaint lodged against their activist Manoj by Dalit Sangarsha Samiti (Ambedkar Vaada) activist Sadashiva.

 

As the group was coming out Mr. Sadashiva entered the chamber of the police Sub-Inspector and demanded registering of complaint against Mr. Manoj. There was heated exchange of words between Mr. Sadashiva and Mr. Nantoor and a fracas ensued. The Sub Inspector separated the two. He then registered cases against Mr. Sadashiva and Mr. Nantoor for obstructing police while on duty, the police said.

 

Ambulance damaged

A woman, who runs seven ambulances, has filed a complained with the Mangalore South police about miscreants damaging her vehicles parked near Wenlock Hospital on Monday. Radhika said her ambulances had become immobile.

Pro-quota stir: Over 100 students held in Allahabad for defying ban orders

More than 100 students were arrested from various parts of the city on Tuesday for defying prohibitory orders. The orders were clamped in the wake of their bid to hold a Mahapanchayat to demand restoration of the controversial reservation formula which was scrapped recently.

 

Senior Superintendent of Police Umesh Srivastava said, "A total of 140 students have so far been arrested from various parts of Allahabad as they were seen marching in groups of 10 or 20, notwithstanding the imposition of Section 144 of the CrPC. They have been detained at the Police Lines and may be let off later."

 

He said that the Indian Justice Party founder and Dalit leader Udit Raj, who had arrived in the city to take part in the proposed Mahapanchayat (for which the administration had refused to give permission) was stopped at the airport itself and made to return by the next flight. Earlier, late on Monday night night, Janata Dal United president Sharad Yadav and Apna Dal leader and MLA Anupriya Patel were detained at Ghaziabad and Rae Bareli respectively while on their way to the city for attending the Mahapanchayat.

 

The students have been demanding restoration of a reservation formula introduced by the Uttar Pradesh Public Service Commission (UPPSC) wherein caste-based quotas were introduced at all stages of competitive examinations. The reservation formula was scrapped by the Commission on July 27 and exam results declared on its basis were cancelled following vehement protests by students opposed to quotas. The State Government claimed that the UPPSC took the decision without taking it into confidence.

 

The volte face has, however, been strongly opposed by pro-reservation students who have termed the decision as an act of "betrayal" by the Samajwadi Party Government and demanded restoration of what they have been describing as a "three-tier reservation system".

 

Meanwhile, elaborate security arrangements are in place in the city which has been divided into five zones and 14 sectors. Each zone has been placed under the command of an Additional Superintendent of Police and an Additional District Magistrate, while every sector is being supervised by a sub-divisional magistrate and a Deputy SP.

 

Besides, additional forces have been called in from the neighbouring districts and about 800 constables and 700 personnel of the Provincial Armed Constabulary are keeping a round-the-clock vigil. – PTI

The Dalit Sangharsh Samiti has decided to stage a protest here on September 18 against alleged illegal land dealing by a person.

 

Malleshi Sajjan and other leaders of DSS told presspersons here on Saturday that 209 residential sites had been marked in a 7.12-acre land in survey number 23/1 at Sharanasirasagi, a village on the outskirts of Gulbarga, and sold to individuals in 1998. A majority of the purchasers had constructed houses and were living there till recently, when attempts were made to evict them by some persons at the behest of a person, who had purchased the land illegally from the original owner, they said.

 

Following a complaint filed by the residents of the layout, the Deputy Commissioner directed the Land Survey Department to conduct a survey and file a report to him. However, no such report had been filed, so far.

Subsequently, a person who had illegally purchased the controversial land in 2009, sold the same to a zilla panchayat member belonging to the Congress in September 2012, and another attempt was made by the supporters of the ZP member to evict the residents through violence. Taking exception to the alleged illegal action of the original land-owner and two persons who had subsequently purchased the land, the DSS would be staging a protest in Gulbarga on September 18, seeking stringent action in this regard.

Shivaram Mogha to inaugurate the two-day event on September 24

 

Shivaram Mogha, veteran Dalit leader and winner of Dr. B.R. Ambedkar award, will inaugurate the two-day national seminar on 'Horatada Sagarakke Saviraru Nadigalu, Karnataka Dalit Chaluvali', being organised jointly by the Central University of Karnaaka and the Dr. B.R. Ambedkar Study and Research Centre, Gulbarga University, on September 24 at the main campus of the university here.

 

Addressing a press conference here on Tuesday, Vice-Chancellor of Gulbarga University E.T. Puttaiah and Pro Vice-Chancellor M.N. Sudheendra Rao said that the seminar would trace the four decade-long history of Dalit movement in the State, its present status, and what does the future hold for it. The Dalit movement, spearheaded by the Karnataka Dalit Sangarsh Samiti, had successfully resisted the atrocities committed on Dalits all these years and helped in bringing about a change in society. The samiti's movement against different forms of untouchability practised in the State, nude and semi-nude worship in temples and exploitation of Dalits, had a telling impact on society, they said.

 

Chancellor of the Central University of Karnataka and Jnanpith award winner U.R. Ananthamurthy would preside over the inaugural function in which, many veteran academicians, including Vice-Chancellor of the central university S.S. Murthy, convener of Maharashtra Sahitya Academy Laxman M. Gaikwad, who is also a Marathi writer, would deliver keynote addresses.

 

Senior Dalit leaders and progressive writers, including Devanur Mahadev, K.T. Shivaprasad, H. Govindaiah, Chandramma Tyagi and H. Janardhan, would be delivering lectures during the inaugural function.

 

The two-day seminar had been divided into three sessions on each day. H.S. Anupama, writer, would be delivering a lecture on 'Dalit movement in India and Dr. B.R. Ambedkar' on the first day, followed by lectures by T. Saraswati on 'Dalit movement and women'; M.N. Ahobalapathy from Chitradurga on 'Karnataka Dalit movement and other progressive movements'; Nataraj Huliyar from Bangalore on 'Kannada Dalit pragnya swarupa'; and S. Narendra Kumar from Mysore on 'Karnataka Dalit movement and its legacy'.

 

On the second and concluding day, B.M. Puttaiah of the Kannada University in Hampi would deliver a lecture on 'Karnataka Dalit chaluvali vimarshe mattu mundina nade', followed by a lecture by Bala Gurumurthy from Bangalore on 'Dalit Chaluvali Mattu alemari, adivasi mattu Talasamudayagalu'.Prof. Puttaiah said that more than 100 papers would be presented in the seminar. More than 500 delegates, including 80 from Andhra Pradesh and Maharashtra, would be participating. Writer Anand Teltumbade from Kolkatta would deliver the valedictory address, he said.

The dalit populace in Kovilpathu area in Budalur has been constrained to carry their dead across a canal wading through its waters.

 

Around 75 dalit families live in Kovilpathu North street in Budalur village. A cremation shed for them is located on the Thanjavur-Budalur road, to which they have to cross the Ananda Cauvery channel that is over 50 feet wide. During summer, when there is no water in the canal, the people carry their dead across the dry canal bed.

 

However, when water flows through the canal during the rainy season, it turns to be a nightmare for people to cross over the canal. A Duraimanickam, a resident of the village and also the branch secretary of CPM said that many a time the bier was on the edge of falling into the river.

 

"Three persons have died after the water release in the canal this year for Samba cultivation. We have to wade through the waters," he added. Farm workers also have to wade through the waters to go to work in their farm lands located on the other side of the canal. For other routine work, the people of the area use the banks of the Ananda Cauvery, which is just a narrow strip.

 

The villagers have been for a long time demanding the district administration to construct a foot overbridge across the canal. There had also been efforts in the past by the people to build the bridge, but in vain.

Ilavarasan case: Police stick to suicide theory in final report

In a final report submitted to the Madras High Court, the Dharmapuri police have reiterated their findings that E. Ilavarasan, the Dalit youth who was found dead along a railway track on July 4, had indeed committed suicide.

 

Seeking to dispel all doubts, Dharmapuri Superintendent of Police Asra Garg has revealed that Ilavarasan had told his friend that he wanted a memorial like Taj Mahal constructed after his death.

 

In his report, submitted to the High Court on Tuesday, Mr. Garg referred to Ilavarasan's conversation with his relative Arivalagan and a couple of friends before his death. The conversations retrieved from the victim's mobile phone by forensic experts proved that he was very upset over his wife not returning to him.

 

Based on the audio recording provided by the Forensic Science Laboratory, and the statements of his friends Karthik and Manoj Kumar, it was clear that he was alone and consuming liquor on the railway track on the day of his death.

 

Responding to a writ petition by Ilavarasan's father Elangovan, accusing investigators of haste and bias, Mr. Garg said the Dalit youth was known to him very well. "I interacted and motivated him on a few occasions during the times of his crisis. The deceased boy even in his recorded audio conversation with Divya has recollected my efforts to bring peace in his life after their marriage."

 

Citing various instances that pointed to Ilavarasan's depressed state of mind and his suicidal tendencies, Mr. Garg said his death was unfortunate and unexpected. Explaining how the victim's family had not cooperated with the police, the SP said the family refused to appear before the investigation officer despite oral and written summons.

 

Contrary to the allegations made by the petitioner, he said the police had examined the Kurla Express a day after Ilavarasan's death. Sniffer dogs were pressed into service and police gathered at least 70 items in the area surrounding the body. There was no evidence to prove that two persons ran away from the scene.

 

Therefore, investigation so far done by the police concluded that Ilavarasaan had committed suicide and there was no other possible angle to his death, he added.
